INCENTIVE:

Jumin would want to continue the philanthropic works of the RFA and his incentive for being in the city would be to continue to raise money and contribute to the various charities that the RFA parties donate to. Prior to the beginning of the game, the RFA had been inactive for a while - it would be Jumin's aim to ensure the RFA would continue even if one or more members was rendered incapable of throwing parties for a while.
FIT:

Jumin comes from an otome game, or a Korean dating sim. Basically the whole point of his canon is for him to find love and to settle down with someone so, in this, he would be an incredibly appropriate character for the city of Eudio. He is reserved and difficult to get to know, at first, but he does have a desire to find a woman (or man) to spend time with and eventually come to love. He would be absolutely willing to embark on that mission in exchange for helping the RFA, the charity he works with, and would be willing to try and put his reserve and his past hurt aside to be able to get to know someone and make a meaningful connection with them. While he'll never be someone to just randomly hook up on a whim, he is open to the idea of love with someone after spending time with them and learning to trust them.

CONSENT: Jumin fully understands consent and actually shows disgust when his father, Chairman Han, dates women and is treated poorly by them within the context of the canon. I cannot imagine he would be all right with any violation of consent and while he is a (mostly - Zen tends to prod his temper) logical and somewhat emotionally withdrawn character, he would not stand for a violation of consent.

He does have a little trouble understanding personal and professional boundaries where it comes to his assistant, Jaehee, but if it was explained to him by the city officials that such treatment of an employee would not be appropriate, Jumin would abide by those rules. Jumin is, above all else, the type of man to follow rules to the letter and he would consider his agreement with the city officials to be an ironclad contract not to be violated by either side.
